The Tarlac Agricultural University (TAU) through the initiative of the Chief Administrative Office for Administration (CAO-Admin) and Chief Administrative Office for Finance (CAO-Finance) conducted a capacity-building program for University Officials and head of offices titled โTraining and Orientation on the Use of Strategic Procurement Planning,โ held at the AgriTourism Hostel and Function Hall on 27 January.
Co-facilitated by the Human Resource and Management Office (HRMO), the training consisted of learning discussion about the Implementing Rules and Regulations (IRR) of RA No. 12009 otherwise known as โThe New Government Procurement Actโ to ensure institutional readiness in implementing the New Government Procurement Act (NGPA) requirements.
State Universities and Colleges (SUCs) are required by law to implement Strategic Procurement Planning. This procedure guarantees that all purchases come from authorized projects, programs, and activities, are in line with institutional priorities, and stay within budgetary constraints. In accordance with this, Mr. Dante A. Revamonte, CAO for Finance, steered the morning session with the topic โOverview of RA 12009 and Section 7 of the IRR: Strategic Procurement Planning.โ
Mr. Revamonte also discussed the consecutive two sessions titled โLinking Budgeting and Procurement: From ABP to WFP,โ and โMapping Programs, Projects, and Activities (PPAs).โ
Meanwhile, the afternoon session focused on procurement planning essentials outlined by Mr. Eduardo D. Cabrera, Chief of the Procurement Office, with topics โMarket Scoping and Cost Estimation,โ โPreparation of Project Procurement Management Plan (PPMP) using the New Standard Forms,โ and โIntegrating Work Financial Plan (WFP), PPMP, Budget Proposal (BP), and Annual Procurement Plan (APP).โ
Furthermore, the activity served as a platform to raise queries from participants and share best practices. By emphasizing both practical application and legal compliance, the seminar aimed to promote an effective and accountable culture at TAU.
This training program is part of the university's broader efforts to enhance operational excellence and governance. Through continuous capacity-building programs, TAU demonstrates its commitment to professional development, institutional integrity, and the advancement of public service.
